Arbitrum Freezes M In ETH After Kelp DAO Exploit

The Arbitrum security council has frozen $71M in Ethereum (ETH) linked to a Kelp DAO exploit. The council moved 30,766 ETH to an intermediary wallet accessible only through further governance action.

What Happened

The security council transferred the affected ETH on 21 Apr 2026. The destination wallet is frozen. No party can move the funds without a separate governance vote. Arbitrum has not disclosed the timeline for that vote. The council has not named any individual or group responsible for the exploit.

Kelp DAO is a liquid restaking protocol built on top of EigenLayer. Users deposit ETH or liquid staking tokens and receive rsETH in return.

How the Arbitrum Security Council Works

Arbitrum operates under a dual-governance structure. The Arbitrum DAO holds broad protocol authority. The security council sits alongside it. It can take emergency action without a full DAO vote when a threat requires an immediate response.

Emergency powers allow the council to act within hours. Standard governance proposals on Arbitrum take a minimum of several days to pass. The council's use of emergency powers in this case suggests the funds were at imminent risk.

The 30,766 ETH now sits in a frozen intermediary address. Any next step requires governance to vote again. That structure is designed to keep the council from acting unilaterally beyond the initial freeze.
