Turkmenistan Legalizes Crypto Mining and Exchanges

Turkmenistan has enacted a new law, effective January 1, 2026, that legalizes cryptocurrency mining and the operation of crypto exchanges. Signed by President Serdar Berdimuhamedow in late November 2025, the legislation permits local and registered foreign entities to engage in crypto mining, including mining pools. Crypto exchanges established in Turkmenistan must obtain licenses and comply with KYC/AML requirements and cold storage protocols. The law also clarifies that crypto assets are not recognized as legal tender, currency, or securities in Turkmenistan.
