The developer of Bitchat, a decentralized messaging app, has refuted claims by Ugandan authorities that the app can be shut down. This comes as Uganda approaches national elections, with officials warning of potential internet disruptions. The Uganda Communications Commission's executive director, Nyombi Thembo, asserted that regulators have the technical means to disable Bitchat if necessary. However, Bitchat's decentralized design, which uses Bluetooth mesh networks for encrypted messaging, makes it difficult to block. Interest in Bitchat has surged following opposition leader Bobi Wine's recommendation to use the app as a contingency against possible internet blackouts, a tactic previously employed during elections. Developer Calle emphasized the app's resilience, noting over 400,000 downloads in Uganda and encouraging local developers to support open-source initiatives. Bitchat's infrastructure-free operation has also gained traction in other regions facing connectivity issues, such as Nepal and Madagascar.
