Carter noted that Satoshi Nakamoto, Bitcoin's creator, was aware of the quantum threat but left a vulnerability affecting 1 to 2 million early Bitcoins. He explained that in 2010, Bitcoin's value was negligible, and its code was easily modifiable, leading Satoshi to assume that any issues could be resolved through upgrades. However, Satoshi did not anticipate the current high financial stakes and the complexities involved in upgrading the system today.
