Ethereum Foundation researcher Jihoon Song announced the integration of FOCIL (Fork-Choice Enforced Inclusion Lists, EIP-7805) in Ethereum's upcoming major upgrade. Speaking at EthCC[9], Song highlighted that over 80% of Ethereum blocks are currently produced by a few builders, posing censorship risks due to centralization. FOCIL aims to decentralize transaction inclusion rights by shifting them from a single builder to a committee of validators. The FOCIL process involves selecting 16 validators per slot to form a committee, who then publish local inclusion lists based on mempool observations. The proposer aggregates these lists, and validators are required to reject blocks that exclude transactions from the valid list. This approach embeds censorship resistance into the fork choice rule, reducing risks of bribery and extortion while supporting account abstraction and privacy protocols. FOCIL is confirmed as a core feature of Ethereum's next upgrade, with most clients having completed prototype implementations and ongoing optimizations for scalability.
